Urges the United States Congress, President, and Secretary of State to support the construction of the Keystone XL pipeline to transport blended bitumen from Alberta, Canada to American Gulf Coast refineries.

Claims the pipeline will reduce American dependence on oil from the Middle East and Venezuela by providing access to Canadian reserves exceeding 175 billion barrels.

States the pipeline will generate substantial jobs and revenue while providing opportunity for Bakken Formation oil producers in North Dakota and Montana to access Gulf Coast refineries.

Argues that failure to construct the pipeline is unlikely to reduce Canadian oil sands production and may result in Canadian producers exporting to other markets, including China.

Directs copies of the resolution be sent to President Obama, Vice President Biden, Speaker Boehner, Secretary Clinton, and Alaska's congressional delegation.
