Requests that Congress call an Article V amendments convention to propose a constitutional amendment requiring approval from a majority of state legislatures to increase federal debt.

Declares that the Alaska State Legislature applies for an amendments convention limited exclusively to proposing this federal debt amendment.

States this application constitutes a continuing application under Article V until at least two-thirds of state legislatures submit equivalent applications for the same amendments convention.

Directs copies of the resolution to be sent to the President, Vice-President, congressional leadership, Alaska's federal delegation, and the presiding officers of all other state legislatures.
