Amends Alaska Constitution Article IX, Section 7 to allow dedicated funds for transportation infrastructure as an exception to the prohibition on dedicating state taxes or licenses to special purposes.

Creates new Constitutional Article IX, Section 18 establishing a Transportation Infrastructure Fund to receive all transportation-related fees, taxes, and funds received after July 1, 2013.

Allows the legislature to appropriate up to 50 percent of annual transportation-related revenue and up to 7 percent of the fund's five-year average market value for transportation projects and administrative costs.

Requires the fund to be managed as an endowment with the legislature determining by law which fees, taxes, and funds qualify as transportation-related and how the fund balance will be managed and invested.

Directs the proposed constitutional amendments to be placed before Alaska voters at the next general election.
