Proposes a constitutional amendment to Article I, Section 15 of the Alaska Constitution to prohibit laws that interfere with direct payments for health care services between patients and providers.

Prohibits passage of laws that penalize or restrict the purchase of health care insurance from privately owned companies.

Prevents laws that compel a person, employer, or health care provider to participate in any health care system, with an exception for workers' compensation systems that provide indemnity and medical benefits to injured workers.

Prevents penalties against persons, employers, or health care providers who decline to participate in a health care system.

Requires the proposed amendments to be placed before Alaska voters at the next general election following Article XIII, Section 1 of the Alaska Constitution and state election laws.
