Amends Alaska Constitution Article II, Section 3 to add term limits for state legislators: representatives limited to four full or partial successive terms, senators limited to two full or partial successive terms.

Legislators who reach the term limit must wait one full term before becoming eligible to serve in that office again.

Adds Article XV, Section 30 to the Alaska Constitution providing that years served before the convening of the First Regular Session of the Twenty-Eighth Alaska State Legislature shall not count toward the new tenure limits.

Requires the proposed amendments to be placed before Alaska voters at the next general election for approval.
