Asserts that the Electoral College, established in Article II Section 1 of the U.S. Constitution, provides an orderly presidential election process that protects the rights of states, Congress, and the people.

Opposes the National Popular Vote interstate compact, which would award all electoral votes to the winner of the national popular vote, stating it bypasses proper constitutional amendment procedures under Article V.

Claims the Electoral College prevents candidates from campaigning solely in high-population states, protects minority participation, confines voter fraud to individual states, and encourages voter turnout.

Asserts that entering into the compact without Congressional consent would violate Article I Section 10 of the Constitution and create destabilizing legal challenges regarding constitutionality, disputed votes, and voter eligibility.

Directs copies of the resolution to federal officials including Vice President Joseph R. Biden Jr., Speaker John Boehner, and Alaska's Congressional delegation.
