Supports the establishment of a special operations extreme environmental testing and training center in the North Slope region to train U.S. armed forces in cold weather survival and operations

Projects the center would engage at least 8 villages for up to 90 days annually, creating hundreds of part-time seasonal employment positions for Alaska Natives

Identifies the unique characteristics of Alaska Native villages—including culture, geography, limited visibility periods, and multi-directional access—as providing realistic training conditions that replicate real-world military missions

Requests the Governor to encourage the United States Special Operations Command to consider establishing the center, citing mutual benefits to the nation and state and support from U.S. military facilities including the Donnelly Training Area and Northern Warfare Training Center

Directs copies of the resolution to be sent to military commanders, the Governor, and Alaska's congressional delegation
