AK SB11

Creates new crime of "motivation by prejudice, bias, or hatred" when a defendant knowingly directs conduct at a victim based on race, sex, color, creed, physical or mental disability, sexual orientation, gender identity, ancestry, or national origin.

Establishes penalty enhancement scheme where the bias-motivated crime charge increases one classification level, from class A misdemeanor to unclassified felony with 5-99 year sentences depending on the underlying crime.

Defines "gender identity" as actual or perceived gender-related characteristics.

Amends AS 12.55.155(c)(22) to add sexual orientation and gender identity to existing sentencing enhancement factors for defendants who knowingly directed conduct at victims based on protected characteristics.
