CS for Senate Bill No. 110(JUD) Summary

• Establishes human trafficking in the first degree as an unclassified felony when a person compels or induces another person under 18 years of age to engage in sexual conduct, adult entertainment, or labor by force, threat, or deception.

• Reclassifies human trafficking in the second degree as a class A felony and human trafficking in the third degree as a class B felony; includes these offenses in the definition of "serious felony offense" for conspiracy purposes.

• Renames "promoting prostitution" offenses to "sex trafficking" in degrees one through four and increases penalties, including making patronizing a prostitute under 18 years of age a class C felony.

• Includes sex trafficking in the first degree and human trafficking in the first degree in the definition of "most serious felony" for sentencing purposes, establishing mandatory presumptive sentencing ranges up to 99 years imprisonment.

• Makes hearings and names public for minors accused of human trafficking in the first degree or sex trafficking in the first degree involving minors; effective July 1, 2012.
