Authorizes the lieutenant governor to place an advisory ballot question before Alaska voters at the next general election regarding issuance of general obligation bonds.

Proposes general obligation bonds not to exceed $6,000,000,000 to finance construction of an in-state natural gas pipeline, gas treatment facility, and associated infrastructure to deliver North Slope natural gas to all Alaskans.

The ballot question is advisory to the legislature and the governor, not binding.

Takes effect immediately upon enactment.
