Establishes the Holitna River Basin Range comprising state-owned surface and subsurface land and water across 84 townships in western Alaska, spanning from Township 4 North to Township 19 North and Range 30 West to Range 55 West (Seward Meridian).

Designates the Department of Fish and Game as responsible for managing fish and game resources and the Department of Natural Resources as responsible for managing surface and subsurface estate within the range.

Requires the Department of Natural Resources to develop and adopt a management plan within three years reflecting concurrence of the Department of Fish and Game, with regulations to include provisions for multiple use including fishing, grazing, forest management, hunting, trapping, and mineral, coal, and oil and gas entry and development.

Establishes primary purposes to maintain, improve, and enhance moose and fish populations and habitat through active management while perpetuating public multiple use consistent with sustained yield principles.

Authorizes the Commissioner of Natural Resources to acquire real property within the range through negotiated purchase only, without a right of first refusal.
