• Restricts dealers from advertising manufacturer's suggested retail price (MSRP) comparisons that imply consumer savings, unless the comparison explicitly references savings from MSRP.

• Establishes requirements for used vehicle price comparisons to reference only nationally recognized valuation publications, with source identification provided to buyers.

• Allows dealers to deliver vehicles before financing approval only with a separate written agreement disclosing financing status and terms; voids the sale if financing terms are changed.

• Permits buyers who made intentional misrepresentations in credit applications to be charged for mileage exceeding 100 miles (at federal IRS rate or $0.45 per mile) and responsible for vehicle damage and related fees incurred during possession.
