Adds "brewery special events permit" as a new license category in Alaska alcohol licensing law.

Allows breweries to obtain up to five special events permits per calendar year for specific occasions with 10-day advance notice, $50 fee, and local law enforcement approval.

Exempts brewery special events permits from restrictions on entertainment and bar seating that apply to regular brewery licenses.

Requires alcohol server education courses for brewery employees selling or serving beer under both regular licenses and special events permits.
