Department of Administration shall approve, administer, and coordinate child care services for state officers and employees' children, with authority to also serve children of non-state employees.

First priority given to children and dependents of state officers and employees, with secondary emphasis on children under four years of age and those not subject to compulsory school attendance.

Child care programs may be located in state-owned office buildings, legislative buildings (with legislative consent), or privately owned facilities convenient to employees' workplaces; state buildings with 250+ employees must reserve space for a child care center.

Costs offset through fees charged to parents on a sliding scale based on household income; sponsoring agencies may be responsible for occupancy costs including maintenance and utilities.

Service providers selected through state procurement procedures must comply with all state and local licensure standards, maintain liability insurance, and assume full financial and legal responsibility for program operations.
