Provides disabled veterans an annual free permit for overnight use of developed campsites in Alaska state parks under AS 41.21.026(d).

Waives fees for disabled veterans on sewage holding tank dump stations, improved boat ramps, developed facilities with parking and restrooms, and programs related to natural or cultural history and outdoor education under new subsection (f).

Reduces rental fees for public use cabins to no more than 50 percent of the standard fee for disabled veterans under new subsection (g).

Defines "veteran" according to AS 38.05.067 and "developed campsite" as having access to restrooms, picnic table, outdoor cooking facility, and approved water source.

Requires the department to issue a form for disabled veterans to apply for permits and submit an annual report by February 1 on the number of permits issued during the previous calendar year.
