Requires persons holding provisional driver's licenses to display a moveable sticker issued by the Department of Motor Vehicles in the rear window of each vehicle they operate.

Department may charge a fee for sticker issuance.

Failure to display the required sticker is an infraction punishable by a fine of not more than $200.

First-time violators cannot be convicted if they have no prior arrests, charges, or citations for this violation and produce proof in court that they have obtained and displayed the required sticker.

Act takes effect January 1, 2013.
