CSSB 134(JUD) - Child Support Awards

• Creates Chapter 28 of AS 25 establishing statutory child support guidelines based on noncustodial parent's adjusted annual income multiplied by percentages: 20% for one child, 27% for two children, 33% for three children, and 3% for each additional child.

• Provides calculation methods for shared, divided, and hybrid custody arrangements, with formulas that adjust support amounts based on percentage of time each parent has physical custody.

• Allows tribunals to reduce support by up to 75% when noncustodial parent has extended visitation of more than 27 consecutive days, and permits variations for good cause based on clear and convincing evidence of manifest injustice.

• Sets maximum income threshold of $105,000 for primary custody calculations, establishes minimum monthly support of $50 or $600 annually, and requires health insurance coverage allocation between parents.

• Repeals Rule 90.3 of the Alaska Rules of Civil Procedure and replaces it with the statutory child support guidelines in AS 25.28, applying to all child support calculations including those for children in state custody.
