Prohibits third-party vendors from billing customers through telephone bills unless vendors provide telecommunications carriers with customer authorization documentation, including electronic letters, written confirmations, and customer identification information.

Prevents telecommunications carriers from discontinuing service based on non-payment of contested third-party charges when customers have disputed the charge and notified the carrier of the dispute.

Exempts certain charges from restrictions, including those governed by public utility tariffs, direct-dial services, operator-assisted calls, and correctional facility inmate services.

Adds violations of third-party billing restrictions to the Alaska Unfair Trade Practices and Consumer Protection Act as unlawful conduct.
