Allows health care providers to file advance written notice with their employer objecting to providing certain health care services based on conscience.

Requires employers to make reasonable accommodations for employees who file conscience objections and prohibits discrimination against such employees.

Exempts employers from accommodation requirements if the accommodation poses undue hardship or if the objecting provider is the only health care provider available during a life-threatening circumstance.

Requires health care providers to continue providing treatment or care in life-threatening situations until an alternate provider is available, regardless of conscience objection.

Provides civil and criminal immunity to health care providers who refuse services in compliance with the law, and requires interpretation consistent with Title VII of the Civil Rights Act of 1964.
