Creates a nine-member Alaska Water and Sewer Task Force in the legislative branch with representation from the senate, house, bush caucus, public members with relevant expertise, and federal and state agencies.

Task force must develop findings and proposed legislation addressing safe and sustainable water and sewer systems for all rural areas and submit a report to the legislature by December 1, 2012, and the first day of the 2013 regular legislative session.

Task force shall establish accurate estimates of homes lacking safe water systems, determine state needs and project prioritization, explore appropriate technologies, research Arctic nation systems, and coordinate state and federal resources and agencies.

Task force members receive no compensation but may receive travel and per diem expenses; co-chairs are elected from legislative members with one from the house and one from the senate.

Sections 1 and 2 of the Act are repealed July 1, 2013, making the task force temporary; the Act takes effect immediately.
