SB 15 Summary

• Adds new section AS 04.16.059 to establish aggravated penalties for alcohol offenses involving persons under 21 years of age when committed by registered sex offenders or child kidnappers.

• Increases penalties by one classification level: violations become Class B misdemeanors, Class A misdemeanors become Class C felonies, and Class C felonies become Class B felonies.

• Applies the aggravated penalties to violations of AS 04.16.051, 04.16.055, and 04.16.057 (existing alcohol offense statutes).

• Defines "sex offender or child kidnapper" by reference to AS 12.63.100 (the state's sex offender registration law).

• Takes effect only for offenses committed on or after the effective date of the act.
