Requires the Alaska Legislature to enact a law and make a finding that a proposed large-scale metallic sulfide mining operation constitutes no danger to fisheries before any authorization, license, permit, or plan of operation can be issued.

Defines "large-scale metallic sulfide mining operation" as a mine extracting metals including gold and copper from sulfide-bearing rock that would affect 640 or more acres of land.

Applies only to large-scale metallic sulfide mining operations that have not received all required authorizations, licenses, permits, or approved plans of operation before the Act's effective date.

Does not apply to existing mining operations in the state or to mines that do not affect water in or flowing into or over the Bristol Bay Fisheries Reserve.

Authorizes the commissioner to adopt regulations under Alaska Statutes 44.62 to implement the legislative approval requirement.
