• Appropriates $6.492 billion for operating expenses of Alaska state government for fiscal year ending June 30, 2013, distributed across all executive branch departments, the Alaska Court System, and the Legislature.

• Includes major allocations for healthcare ($1.564 billion for Medicaid Services), education ($347.9 million), Department of Corrections ($312.7 million), and Department of Transportation/Public Facilities ($615.8 million).

• Provides funding for salary and benefit adjustments for state employees, implementing collective bargaining agreements for eight bargaining units and university employees for FY 2013.

• Establishes appropriations for retirement system funding ($610+ million), debt service on state bonds, and special fund capitalizations including permanent fund dividend transfers and Alaska Housing Finance Corporation operations.
