Appropriates $236,501,500 in operating expenditures for fiscal year 2013 (July 1, 2012 - June 30, 2013) for Alaska's integrated comprehensive mental health program across multiple state agencies.

Department of Health and Social Services receives the largest allocation of $213,222,500, including $84,665,700 for behavioral health services and $81,250,800 for Medicaid services.

Appropriates $12,875,000 in capital projects including $8,000,000 for Alaska Housing Finance Corporation's homeless assistance program, $1,050,000 for home modifications and housing upgrades, and $1,050,000 for transportation and vehicles.

Funding sources include $212,409,400 from unrestricted general funds, $20,140,200 from the Alcohol & Other Drug Abuse Treatment & Prevention Fund, and $16,826,900 from Mental Health Trust Authority authorized receipts.

Includes salary and benefit adjustments for state employees and implements collective bargaining agreements for fiscal year ending June 30, 2013; takes effect July 1, 2012.
