Amends AS 11.71.150(b) to classify specific synthetic cannabinoids and hallucinogenic substances as Schedule IIA controlled substances in Alaska.

Adds 30 substances to the Schedule IIA list, including synthetic cannabinoids such as JWH-018, JWH-073, JWH-015, JWH-398, JWH-250, JWH-019, JWH-200, HU-210, HU-211, and CP 47,497.

Includes existing hallucinogenic drugs such as LSD, mescaline, psilocybine, psilocyn, MDMA, and various PCP analogs in the Schedule IIA classification.

Clarifies that Schedule IIA includes any material containing these substances or their salts, isomers (optical, position, or geometric), or salts of isomers where such variants are chemically possible.

Takes effect immediately upon enactment under AS 01.10.070(c).
