Amends AS 44.35.020(a) to require the Department of Military and Veterans' Affairs to cooperate with the Department of Public Safety to develop and implement vulnerable adult prompt response and notification plans under AS 44.41.060.

Establishes AS 44.41.060 requiring the Department of Public Safety, in cooperation with the Department of Military and Veterans' Affairs, to develop missing vulnerable adult prompt response and notification plans using statewide and local radio, television broadcasters, and newspaper publishers.

Plans must include minimum standards for determining when to implement notification, defining when a vulnerable adult is considered missing, establishing format and distribution processes for reports, determining proper implementation areas, and providing for voluntary participation of media outlets.

Provides liability protections for law enforcement agencies and their officers/employees for failing to participate in or implement the plans, or for activating plans in good faith.

Provides liability protections for radio, television broadcasters, and newspaper publishers participating in the plans if they verify the authenticity of plan implementation with law enforcement; defines "vulnerable adult" as the meaning given in AS 47.24.900.
