• Amends student transportation funding for Alaska school districts by establishing per-student amounts ranging from $1 to $2,758 depending on district, with increases effective July 1, 2012.

• Reduces the required local contribution for city and borough school districts from a four mill tax levy to 2.65 mills on taxable property value.

• Increases the secondary school vocational and technical instruction funding factor from 1.01 to 1.015 in the public school funding formula.

• Establishes a voluntary "Parents as Teachers" program administered by the Department of Education and Early Development for children under five years old, to operate through July 1, 2015, with school districts providing space at no charge.

• Provides for annual 1.5 percent adjustments to student transportation funding in fiscal years 2014 and 2015, effective October 1 each year.
