Amends AS 15.13.040(m) to allow the Alaska Public Offices Commission to accept information filed electronically through Internet forms or as electronic spreadsheets/data files conforming to commission standards, while continuing to accept paper submissions in clear typeface or dark ink.

Requires the commission to scan paper-filed reports and post scanned images on the Internet within 10 days of filing for public inspection.

Changes the timeline for making report summaries available: electronically-filed reports must have summaries available within 30 days of filing, while paper-filed reports must have summaries available within 30 days after each election.

Provides transition protection shielding persons from civil penalties under AS 15.13.390 for reports filed between December 1, 2011 and the effective date of this Act if submitted in an allowed format.

Takes effect immediately and applies retroactively to December 1, 2011.
