Amends AS 42.05.141 to require the Regulatory Commission of Alaska to encourage public utilities transmitting electric energy, natural gas, or petroleum products to develop safe, reliable, and reasonably priced energy sources.

Amends AS 42.05.381 to allow utilities to recover necessary and reasonable costs of projects designed to secure auxiliary sources of energy, natural gas, or petroleum products.

Permits utilities to recover both initial capital costs and ongoing operation and maintenance costs of auxiliary source projects through periodic rate adjustments.

Allows cost recovery for auxiliary source projects even if the project is never used to supply energy, natural gas, or petroleum products to utility customers.
