Establishes procedures for the Alaska Police Standards Council to suspend police officer certificates before formal proceedings and revoke or refuse certificates following administrative hearings and decisions.

Requires the council to give substantial weight to prior removals or reversals of disciplinary actions that resulted from arbitration, grievance proceedings, personnel rules, administrative procedures, or court appeals.

Prohibits public employers from discharging or discriminating against police officers who refuse to submit to lie detector tests after being hired, and requires such refusals and requests to remain confidential and excluded from personnel files.

Defines "lie detector device" to include polygraphs, deceptographs, voice stress analyzers, psychological stress evaluators, and similar mechanical or electrical devices.

Establishes confidentiality protections for information personally identifying police officers, including photographs and home addresses, except when the officer is under investigation or information appears in specific documents like 911 calls, police reports, complaints, or witness statements.
