CSSB 205(RES) - Alaska Chinook Salmon Research and Restoration Endowment Fund

• Establishes the Alaska Chinook Salmon Research and Restoration Endowment Fund as a separate state trust fund managed by the Commissioner of Revenue with a goal of maintaining purchasing power and achieving at least a 5% real rate of return on investments.

• Creates the Alaska Chinook Salmon Research and Restoration Grant Account in the general fund, with annual appropriations calculated as the greater of: 5% of the average fund market value over three years, one-half of average earnings over three years, or total annual earnings if the fund exceeds $50 million.

• Establishes the Alaska Chinook Salmon Research and Restoration Endowment Fund Board in the Department of Commerce, Community, and Economic Development, consisting of the Fish and Game Commissioner and six public members, one from each of six geographic regions, who engage in Chinook salmon use.

• Grant funds may support research and restoration projects for Chinook salmon, block grants to Alaska organizations, reimbursement for administrative costs, matching funds for private and federal grants, and solicitation of contributions.

• Board must adopt bylaws within 90 days of full appointment, establish peer review processes, monitor project compliance, and submit annual reports to the governor detailing grant awards, funded projects, and private contributions.
