Enacts the Interstate Mining Compact into Alaska law, creating a multi-state agreement to coordinate mining regulation and environmental protection across participating states.

Establishes the Interstate Mining Commission composed of one governor representative from each party state, with powers to study mining operations, recommend conservation standards, and gather information on mining's environmental effects.

Requires each party state to develop programs protecting public lands and adjacent properties from mining damage, managing mining waste, and restoring mined lands within a reasonable timeframe.

Compact enters into force when any four or more states enact it; apportions commission costs among states using equal shares (50%) plus proportion based on mineral value mined (50%).

Takes effect immediately upon enactment; allows governor to designate the commissioner of natural resources as Alaska's alternate to the Interstate Mining Commission.
