Requires all public agency construction contracts to include provisions that every product used by contractors and subcontractors must be made in the United States.

Defines "made in the United States" as: (1) iron or steel products with all manufacturing in the US except metallurgical refinement; or (2) non-iron/steel products with all manufacturing processes and components made in the US.

Allows public agencies to waive the requirement if the commissioner determines it is not in the public interest, materials are unavailable in sufficient quantity or satisfactory quality, or US materials would increase contract cost by more than 25 percent.

Requires public agencies to post detailed justification notices on the Alaska Online Public Notice System and consider public comments before issuing any waiver.

Prohibits contractors from receiving contracts if determined to have intentionally mislabeled products as "made in America" or falsely represented products as US-made.
