Requires the Alaska Gasline Development Corporation to plan, construct, and finance a natural gas pipeline delivering Cook Inlet natural gas to Fairbanks and intermediate communities.

Pipeline must serve communities between Cook Inlet and Fairbanks that currently lack access to natural gas pipeline infrastructure.

Establishes this project as the first step in developing a broader in-state natural gas pipeline system.

Amends AS 18.56.086 to add new subsection (b) imposing these pipeline development duties on the corporation.
