Amends AS 38.05.810(a) to allow lease, sale, or other disposal of state land to federally recognized tribes in Alaska, in addition to state/federal agencies and political subdivisions.

Permits state land disposals to federally recognized tribes for less than appraised value when determined fair and proper by the director and approved by the commissioner.

Requires the commissioner to ensure through regulation, deed restriction, covenant, or other means that land disposals serve a public purpose and are in the public interest.

Defines "federally recognized tribe" as having the meaning given in AS 23.20.520.
