Prohibits refiners, distributors, and retailers from selling or offering to sell motor fuel, heating fuel, or diesel fuel at unconscionable prices.

Applies to motor fuel for vehicles or aircraft, fuel for space heating, and diesel fuel sold by Alaska energy companies.

Authorizes the attorney general to investigate violations and recover civil penalties of at least 10 times the economic benefit gained through the unlawful conduct.

Restricts enforcement to the attorney general only; private citizens cannot bring civil actions or seek injunctions under this provision.

Allows defendants to submit evidence that prices were attributable to additional reasonable costs incurred in selling the energy resources.
