Renames the "Alaska Merit Scholarship Program" to "Alaska Performance Scholarship" throughout state law.

Establishes the AlaskAdvantage Education Grant and Alaska Performance Scholarship Award Fund and the AlaskAdvantage Education Grant and Alaska Performance Scholarship Investment Fund to consolidate funding for both programs.

Allows income from the State v. Amerada Hess settlement to be appropriated to the scholarship award fund rather than deposited into the Alaska capital income fund, with no dedicated fund created.

Adds tax credit eligibility for contributions to the Alaska performance scholarship investment fund under multiple tax codes (insurance, corporate income, oil and gas, mining, and fisheries taxes).

Changes the effective date of prior scholarship legislation from January 1, 2014 to January 1, 2021, with most provisions taking effect July 1, 2011.
