Amends AS 41.17.500(a) to designate state-owned or acquired land and water within specified parcels as the Southeast State Forest, subject to valid existing rights.

Adds new subsection (f) to AS 41.17.500 that includes 27 additional parcels of state land in the Southeast State Forest, identified by township, range, section, and specific lot descriptions across the Copper River Meridian.

Modifies AS 41.17.500(e) to allow the City and Borough of Wrangell to exercise land selection rights and permits new municipalities incorporated before June 30, 2019 to use pre-forest lands in acreage calculations but not for actual selection.

Authorizes the Department of Natural Resources to immediately adopt implementing regulations, with those regulations taking effect no earlier than July 1, 2011.

Makes the regulatory authorization effective immediately while the remainder of the Act takes effect July 1, 2011.
