Extends the termination date of the Alaska coastal management program from January 2011 to January 2017.

Establishes the Alaska Coastal Policy Board with five public members appointed by the governor (representing resource development and four geographic regions) plus four designated state agency members to review and make recommendations on coastal management plans.

Modifies district coastal management plan approval standards to require enforceable policies use the least restrictive means to achieve objectives, be based on aggregate evidence, and not arbitrarily restrict uses of state concern.

Designates AS 46.03, 46.04, 46.09, and 46.14 and their regulations as exclusive enforceable policies for certain coastal management purposes, with consistency determined by Department of Environmental Conservation permit decisions.

Implements changes effective July 1, 2012, requiring pending district coastal management plans submitted before that date to be resubmitted under new standards.
