Appropriates $209,120,200 in operating expenditures for fiscal year July 1, 2011 through June 30, 2012 to support Alaska's integrated comprehensive mental health program across multiple state agencies.

Allocates $187,464,700 to Department of Health and Social Services for behavioral health, children's services, senior and disabilities services, and Medicaid services.

Appropriates $14,945,000 in capital projects including $10,000,000 for Alaska Housing Finance Corporation homeless assistance program and funding for behavioral health data systems, facility maintenance, and coordinated transportation.

Funds derived from general fund mental health appropriations ($177,562,300), Mental Health Trust Authority authorized receipts ($13,251,500), federal receipts ($2,000,000), and alcohol/drug abuse treatment fund ($20,136,400).

Includes salary and benefit adjustments for state employees and implements collective bargaining agreements for six unions covering fiscal year ending June 30, 2012; takes effect July 1, 2011.
