Adds a new optional eligibility group (16) for medical assistance covering children under 13 years of age whose household income does not exceed 200 percent of the federal poverty line.

Modifies premium and cost-sharing requirements for children under 19 (group 13) and children under 13 (group 16) by increasing the income threshold from 175 percent to 200 percent of the federal poverty line for when premiums may be required.

Allows the department to require sliding scale premiums or cost-sharing contributions from recipients in groups 13 and 16 whose household income is between 150 and 200 percent of the federal poverty line, with maximums not exceeding federal law limits.

Takes effect immediately upon enactment.
