Allows school districts to provide optional prekindergarten programs for four-year-old students residing in the district, subject to department supervision and board regulations.

Students enrolled in district prekindergarten programs count as no more than half-time students in average daily membership calculations for state funding purposes.

Children who are four years old on or before September 1 and under school age may enroll in public school prekindergarten programs.

Requires the State Board of Education to adopt regulations for implementation of prekindergarten programs using a model curriculum developed by the department.

Takes effect July 1, 2013.
