SB 60 Summary

• Creates the Stampede State Recreation Area to perpetuate public recreation, protect fish and wildlife habitat (particularly caribou and migratory birds), and maintain motorized and nonmotorized recreational opportunities while preserving the natural character of the area.

• Designates state-owned land within specific township and range parcels in the Fairbanks Meridian (Township 12 South Ranges 8-11 West and Township 13 South Ranges 9-11 West, excluding national park lands) as the recreation area.

• Establishes commissioner responsibility for management with oversight from a citizens advisory board (majority from Denali Borough) and requires adoption of a management plan after public hearings and consultation with the Denali Borough Assembly.

• Prohibits eminent domain acquisition of private land but allows voluntary purchases; permits continued motorized access for private property owners within the area.

• Protects lawful fishing, hunting, and trapping rights and firearm use (except where public safety threatened); requires allowance of specified activities including hiking, camping, snowmobiling, dog sledding, all-terrain vehicles, and wildlife viewing.
