Amends procurement requirements for the Alaska Industrial Development and Export Authority (AIDEA) to comply with competitive bidding principles and provide vendors reasonable opportunities to participate.

Expands the definition of "own" in the economic development account to include partial ownership of development projects and ownership of shares in corporations or memberships in limited liability companies where the development project is the sole asset.

Adds two new categories to the definition of "project": plants or facilities that enhance economic development in transportation, communications, community purposes, technical innovations, and intellectual property; and federal facilities including military, national guard, or coast guard facilities.

Clarifies that "plant" or "facility" definitions may include roads as part of the real property and improvements.

Takes effect immediately upon passage.
