• Makes supplemental operating appropriations totaling $145,342,300 for fiscal year ending June 30, 2011, funded from general fund, federal receipts, and other sources across all state departments and agencies.

• Provides supplemental capital project grants of $650,000 to Department of Commerce, Community and Economic Development for the Alaska Native Arts Foundation and Inter-Island Ferry Authority.

• Appropriates $18,500,000 from federal stimulus funds (ARRA 2009) for Alaska Permanent Fund Corporation custody and management fees.

• Amends previous fiscal year appropriations including reducing Department of Environmental Conservation's Comprehensive Oil and Gas Infrastructure Risk Assessment Phase 1 project from $5,000,000 to $2,750,000.

• Establishes contingency appropriations for legal settlements, judgments against the state, and workers' compensation medical fee schedules, with an effective date of May 17, 2011.
