Appropriates $3,000,000 from the general fund to the Department of Transportation and Public Facilities for the fiscal year ending June 30, 2012.

Provides matching grant funds not to exceed 50 percent of project costs for locally and federally funded public transit projects that are not state projects.

Directs allocation of funds to achieve a statewide balance of projects in both rural and urban areas.

Takes effect July 1, 2011.
