• Amends AS 04.21.035 to clarify that partners of limited liability partnerships holding liquor licenses remain personally liable for obligations and liabilities imposed on liquor license holders.

• Creates new AS 09.65.315 to limit liability for drivers of intoxicated persons' vehicles in motor vehicle accidents when specific conditions are met, including that the driver was not under the influence and was driving the vehicle owner to their residence at the owner's or law enforcement's request.

• Provides liability protection for taxicab or limousine drivers, dispatchers, and liquor licensees participating in safe ride arrangements under the conditions specified in the new section.

• Exempts the liability limitation from cases involving gross negligence, reckless conduct, or intentional misconduct, and preserves recovery rights under uninsured/underinsured motorist and liability insurance coverage.

• Applies the new liability protection prospectively to civil actions that accrue on or after the Act's effective date.
