HCS SB 93 - Special Request Registration Plates

• Authorizes the Alaska Department of Motor Vehicles to issue six new types of special request registration plates: United States flag "In God We Trust" plates, Lao veteran plates (for service in Laos February 28, 1961 - May 15, 1975), "choose life" plates, National Rifle Association plates, breast cancer awareness plates, and specialty organization plates.

• Establishes fees for special request plates: $30 biennially for United States flag and "choose life" plates; $50 initial fee plus $30 biennially for National Rifle Association and breast cancer awareness plates; $30 for specialty organization plates; Lao veteran plates charged at the standard $30 veteran rate.

• Requires Lao veteran applicants to present evidence of military service and directs the commissioner to design plates in consultation with veterans' and Southeast Asian community organizations.

• Allows specialty organization plates only for state-based or Alaska chapters of national tax-exempt organizations under 26 U.S.C. 501(c), state departments, or municipalities, with a deadline of June 1, 2015 for new applications.

• Directs excess revenue from "choose life" plates to adoption programs, National Rifle Association plates to youth shooting programs, and breast cancer awareness plates to cancer screening programs.

• Takes effect January 1, 2012.
