Amends the definition of "village" under the Village Safe Water Act to mean a village listed in 43 U.S.C. 1610 or 1615 with between 25 and 1,000 residents, replacing the previous definition of an unincorporated community with 600 people within a two-mile radius.

Expands eligibility to include first class cities or home rule municipalities with not more than 1,000 residents, increasing the previous limit from 600 residents.

Creates a transition provision allowing villages that received Village Safe Water Act project funding in capital budgets before fiscal year 2012 to remain eligible for that funding after the law's effective date, regardless of whether they meet the new definition.
