Creates the Alaska Arctic Policy Commission in the legislative branch with 16 members: 3 senators (including 1 minority member), 3 representatives (including 1 minority member), 9 jointly-appointed members representing federal government, tribal entities, mining, oil and gas, University of Alaska Arctic science, fisheries, local government, coastal communities, and international Arctic organizations, plus 1 executive branch member appointed by the Governor.

Designates two cochairs—one selected from representative members and one from senator members—who may assign staff to support the commission, with public members eligible for per diem and travel expenses under AS 39.20.180.

Requires the commission to conduct hearings and take public testimony throughout the state to develop a comprehensive Arctic policy and implementation strategy addressing economic, ecological, and security effects.

Mandates delivery of a preliminary report by January 30, 2014, and a final report with legislative proposals by January 30, 2015, with the commission available for legislative hearings on its recommendations.

Schedules the commission for reevaluation during the First Regular Session of the Twenty-Ninth Alaska State Legislature to determine whether it should continue or be terminated.
